I heard on Fox today that a group of Iraqi civilians detained some insurgents (terrorists) that were setting up roadside IEDs and called in the Iraqi Police. The terrorists were arrested.

They have their own people enforcing the law. They've had elections and no serious authority suspects the outcome. They want Peace, Prosperity and Rule of Law. This is going to snowball as long as we don't have anymore huge embarrassments.
